Tiphanie Weiss, Chief of the Accounts Receivable Management Division.

As the ARM Division Chief, Tiphanie is responsible for managing delinquent Personal Income Tax and Bank and Corporation Income Tax debts and delinquent debts owed to state and local governments including California’s courts, the California Victims Compensation Board, the California Department of Corrections & Rehabilitation, the Department of Motor Vehicles, and the CalSavers programs.

Tiphanie began her career at FTB in 1993, as a Tax Program Assistant in the Filing Division. Since that time, she gained over 22 years of leadership experience across five of seven FTB Divisions. She has led teams responsible for developing and administering the enterprise budget, enterprise accounting, field operations, complex account collections, mission critical filing operations, and communications. She is known for driving operational excellence, strengthening organizational culture, and delivering results. Having led large, mission-critical programs in technical, administrative, operations, and customer service environments, she consistently champions transparent communication, employee engagement and collaborative problem solving. She has led policy development and multiple large-scale system implementations, promoting cross-functional engagement, and continuous improvement.

Tiphanie has served as a member of FTB’s governance process having served as the chair and member of FTB governance bodies, Joint Action Committee, Resource Allocation Action Committee, Customer Service Action Committee, Organizational Development Action Committee, and the Compliance Action Committee.

Tiphanie is a graduate of the California State University, Sacramento (CSUS) Leadership for Government Executives and the Intergovernmental Management Training programs.
