Nadean Shavor Chief, Technology Services Chief Information Officer

Nadean Shavor serves as Chief of the Technology Services Division at the Franchise Tax Board (FTB), where she leads a team of more than 1,000 IT professionals. Her division is responsible for enabling the technology platforms and services that drive operational excellence and support FTB’s long-term vision.

In her role, Nadean provides strategic leadership for the department’s technology initiatives, collaborates with peers on the Governance Council to shape IT policy, and ensures that technology solutions align with FTB’s business objectives. She also oversees major initiatives such as the Enterprise Data to Revenue 2 Project, one of the largest IT modernization efforts in the state.

FTB collects over 80% of California’s General Fund revenue, supporting the 4th largest economy in the world. Nadean’s leadership ensures that the technology infrastructure behind this mission is secure, scalable, and forward-looking.

With more than 25 years of service at FTB—including 17 in leadership roles—Nadean brings deep expertise in cybersecurity, enterprise systems, and public sector innovation. Prior to her current role, she served as FTB’s Chief Security Officer, overseeing physical and cyber security across 13 locations, as well as the department’s Privacy and Disclosure Programs. She also served as the Agency Information Security Officer (AISO) for the Government Operations Agency, where she led the development of statewide cybersecurity strategies and policies.

Earlier in her career, Nadean managed FTB’s Data Center and a wide range of critical IT systems, including the department’s external website, call center platform, HR systems, intranet, and multiple compliance systems.
