As chief of the Franchise Tax Board’s (FTB) Financial and Executive Services Division, Roger is our Chief Financial Officer and oversees our financial, legislative, statistical research, procurement, enterprise planning, risk management, and project oversight activities, and works with internal and external stakeholders to ensure that we optimize our resources and operations.
Roger began his career with us as a Tax Program Assistant in 1989. Roger's 35 years of experience include 10 years in the Legislative Services Bureau within the Financial Executive Services Division and 20 years within the Filing Division in a variety of leadership positions. Most recently, Roger served as the Chief of the Filing Division ensuring the success of our Filing Operations and Services that serve California and over 22 million taxpayers annually.
Roger is known for his success in leading large projects and his operational knowledge of our processes and operations and his leadership in building collaborative teams both within FTB and with our external stakeholders to succeed in serving taxpayers and California.
Roger has a Bachelor of Science Degree in Business Administration with a concentration in Accounting from California State University Sacramento and is a graduate of the Intergovernmental Management Program and the Executive Assessment and Development Program (EADP).
