Substitute forms

The Substitute Forms Program provides resources as well as substitute, scannable, 2D Barcode, Absolute Positioning, and reproduced tax forms for computerized tax processors, tax software developers, computer programmers, commercial printers, and others via the Federation of Tax Administrators (FTA) State Exchange System (SES).

The FTA State Exchange System allows states to securely provide files to industry partners in a standardized way. For access, complete the California State Letter of Intent (LOI) in the FTA State Exchange System LOI Folder.
