Ask the Advocate – Taxpayers’ Rights Advocate’s Office Staff

Steve Sims, Taxpayers' Rights Advocate.

It’s been a while since I’ve introduced my staff.

Elinor Bickell – Tax News Editor. She coordinates with program areas and special teams department wide to bring informative Tax News articles to tax professionals and small business owners about state income tax laws, our regulations, policies, and procedures.

Lila Fedler – Technical Assistant. She provides technical support on all issues relating to the Advocate’s office. She works on special projects, department teams, performs R&TC research, and provides support on systemic and tax practitioner issues. She also makes presentations as part of the education and outreach effort and assists with the small business liaison hotline when Ernest is unavailable. 

Ernest Feliciano – Small Business Liaison. He makes presentations and provides educational information to businesses. He answers the small business liaison hotline calls to help small business owners with tax related questions. Also, he develops publications and other products to assist business owners with their filing requirements.

Terri Isedeh – Trend and Issue Specialist. She tracks and coordinates the ststemic issues resolutions reported to us. She supports our education and outreach efforts, and she plans my liaison meetings with California Society of Enrolled Agents and CalCPA, along with the annual Advisory Board meeting. She also meets the administrative needs for our office.

Susan Maples  – Tax Practitioner Liaison. She handles all trade media inquiries and correspondence. She assists in handling practitioner issues, systemic issues, and makes presentations as part of the education and outreach effort. Susan is a CPA.

Natali Robards – Operations Support. She supports all the functions of the Advocate’s office. She maintains the speakers’ database, and assists with research, analysis, and  publication development.

Brenda Voet - Technical Assistant. She provides technical support on all issues relating to the Advocate’s office. She works on special projects, department teams, performs R&TC research, and provides support on systemic and tax practitioner issues. She also makes presentations as part of the education and outreach effort.

In addition, the Executive and Advocate Services staff serves as my designee and coordinates the taxpayer complaints and problems resolution. If you are unable to solve your clients’ problems through normal channels, you may write to me at:
