Franchise Tax Board

The three-member Franchise Tax Board (FTB) is comprised of California’s State Controller, the Chair of the State Board of Equalization, and the Director of the Department of Finance. The executive officer, appointed by the Board and confirmed by the Senate, directs FTB staff. FTB is responsible for administering two of California’s major tax programs: Personal Income Tax and Corporation Tax. FTB is also responsible for several non-tax programs and delinquent debt collection functions.
