Salaries, Career Ladder, and Minimum Qualifications

Our collections series includes two entry-level classifications: (1) Tax Technician, Range A or B and (2) Compliance Representative, Range A, B, or C.

After becoming a Tax Technician, you can promote in Collections to the Compliance Representative series, or in the Contact Center by following the Customer Specialist Series.

Tax Technician Series

To determine if you qualify for the Tax Technician or Compliance Representative exams, review the minimum qualifications listed below

Minimum Qualifications

Tax Technician

Qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as Either I, or II, or III, etc. For example, candidates possessing qualifying experience amounting to 50% of the required time of Pattern I, and additional experience amounting to 50% of the required time of Pattern II, may be admitted to an examination as meeting 100% of the overall experience requirement.

Either Pattern I

One year of experience in the California state service performing duties at a level of responsibility equivalent to that of Tax Program Assistant, Range C. Note: If you are applying under Pattern I, your application should specify length of time at Range C.

Or Pattern II

Sixty semester or ninety-quarter units of college, which must include at least two courses in basic accounting or at least one, course each in basic accounting and business or commercial law. (Persons who will complete the coursework requirements during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment).

Or Pattern III

Three years of increasingly responsible experience in a financial, commercial or governmental establishment, at least one year of which shall include one or a combination of activities involving the (1) marketing, distribution, and sale of merchandise; (2) approval of loans; (3) collection on delinquent accounts; or (4) contact of client-customer services which involves the explanation of policies, regulations or procedures for a public agency or private institution such as a bank, insurance company, credit bureau or title company.

Salaries

Tax Technicians are hired into either Range A or B based their education and work experience.

Range A – This range applies to individuals who do not meet the criteria for Range B.

Range B – This range applies to individuals who have either:

  • Satisfactorily completed 6 months of experience as a Tax Technician, FTB, Range A and at least two courses in basic accounting or at least one course each in basic accounting and business or commercial law; or
  • One year of experience performing duties at a level of responsibility equivalent to Tax Program Technician I (Taxpayer Services); or

The equivalent to graduation from college (four-year degree), which must include at least two courses in basic accounting or at least one course each in basic accounting and business or commercial law.

Compliance Representative

Either I Six months of experience in the Franchise Tax Board performing tax compliance or debt collection duties as a Tax Technician, Range B.

Or II

One year of experience in the Franchise Tax Board performing tax compliance or debt collection duties in a class equivalent in level to Tax Program Technician I.

Or III

Experience

One year of experience, or the equivalent, in one or a combination of the following: Management activities, as owner or manager of a business, in the marketing, distribution, and sale of merchandise, which requires broad public or customer contacts.

Or

Activities as a credit manager, loan officer, or collector with responsibilities involving the approval of loans or credit or the collection of delinquent accounts.

Or

Tax compliance or debt collection experience in a governmental agency comparable to the responsibility of Franchise Tax Board Tax Technician.

And

Education

Equivalent to completion of 60 semester or 90 quarter units of college, which must include at least one course each in basic accounting or Federal or State taxation and business or commercial law. (Applicants must indicate the following regarding the required courses: title, number of units, name of institution, and completion date.) Additional experience may be substituted for the required general education on the basis of one year of experience being equal to 30 semester or 45-quarter units. No substitution is permitted for the specific course work required.

Or IV

Equivalent to graduation from college, which must include at least one course each in basic accounting or Federal or State taxation and business or commercial law; and one course in either economics, business administration, or public administration. Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment (applicants must indicate the following regarding the required courses: title, number of units, name of institution, and completion date). Persons who will complete course work requirements outlined under Patterns III and IV above during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.

Range A – This range applies to individuals who do not meet the criteria for Range B.
