The Taxpayers’ Rights Advocate handles issues that have gone unresolved through normal channels. If this is your first attempt to resolve a problem, see our General or Collections contact information.

For unresolved matters, use the web form below to email the Taxpayers' Rights Advocate. Do not include your social security number or any other information that you consider confidential. To communicate confidential information, complete FTB 914, Taxpayer Advocate Assistance Request, print it, and then fax or mail it as listed on the form.

Requests for assistance received through this web form are merged with requests received via mail and fax and are worked on a first-come first-served basis. We will strive to respond to your request within 10 days.
