Archived Awards and Recognition

The Department and staff are often recognized for excellent service to taxpayers and for leading edge innovation in tax administration.


  • Selvi Stanislaus Awarded the 2013 National Association of State Chief Information Officers (NASCIO) State Technology Innovator Award – On October 15, 2013, NASCIO awarded her at their annual conference in Philadelphia, Pennsylvania. They chose her because of her great leadership that improves citizen service, information sharing, and good government. This award recognizes contributions that advance the state’s technology policy agenda.
  • FIRM Wins 2013 Best IT Collaboration Among Organizations Project – On August 21, 2013, the California’s state government tax agencies – the Franchise Tax Board (FTB), the Board of Equalization (BOE) and the Employment Development Department (EDD) won the 2013 Best IT Collaboration Among Organizations Project Excellence Award. The team won for their role in creating the Financial Institution Records Match (FIRM), a less costly, more efficient tax and non-tax debt collection program.
  • Selvi Stanislaus Awarded Public Administrator of the Year – On May 8, 2013, the Sacramento Chapter of the American Society of Public Administrators (ASPA) recognized Selvi at its Public Service Awards Ceremony. This award is presented to a nonelected professional administrator who has consistently demonstrated excellence in public management over a sustained period of time.


  • State Agency Recognition Award (SARA) – Gold Award – On November 14, 2012 FTB was honored for best practices in SB/DVBE outreach and contracting at the Department of General Services’ (DGS) presentation. FTB consistently exceeds mandated participation requirements. FTB pioneered the “SB/DVBE First Policy,” a significant element in its SB/DVBE participation success. The policy promotes best practices for purchases under $250,000 and results in many procurement opportunities for SBs/DVBEs. Other state departments including DGS followed FTB’s lead and adopted the same policy. See announcement.
  • Three Staff Win CIO Academy Exceptional Leadership Award – On February 29, 2012, the California Public Sector CIO Academy recognized Rob Addobati, Marion Hughes, and Suri Jetty of the California Franchise Tax Board (FTB). The award recognizes people who, over the last year, demonstrated exceptional leadership, customer service, and public stewardship.
  • Best of California 2012 Award – Best Application Serving the Public – MyFTB provides an online system for California business taxpayers and tax representatives to access account information and self–service tools. This service helps reduce calls to the Franchise Tax Board by 77 percent and allows callers with more complex tax problems access to services that result in more accurate tax returns.


  • John Sulenta Wins Outstanding IT Manager Award – On February 28, 2011, Government Technology Magazine recognized John Sulenta of the California Franchise Tax Board (FTB) as an Outstanding Information Technology (IT) Manager in state government. The award is presented each year to the most innovative and hardworking state officials for their many contributions.


  • FTB Receives Strategic Program Partner Award – In August 2010, the Department of Child Support Services (DCSS) recognized the California Franchise Tax Board (FTB) for the hard work and dedication of their staff in improving child support outcomes for California’s children and families. FTB has partnered with DCSS for many years and collected millions of dollars on behalf of children needing support.
  • Susan Cadieux Wins 2010 Best of California Award – On May 12, 2010, Government Technology Magazine recognized Susan Cadieux of the California Franchise Tax Board (FTB) for her outstanding information technology (IT) service and support in state government. The award is presented each year to California IT professionals for their great work to help improve government operations.
  • Carlos Zamarripa Wins FTA Leadership Award – On March 29, 2010, The Federation of Tax Administrators announced that Carlos Zamarripa of the California Franchise Tax Board (FTB) is the recipient of the 2010 FTA Award for Leadership and Service. The award is presented each year to an individual who has demonstrated sustained and significant service in the administration of state taxes.
  • Green California Leadership Award Winners Announced – On March 16, the fourth annual Green California Leadership Awards were presented at the Green California Summit. Awards were presented in eight categories. The Energy Innovation award went to the Franchise Tax Board for an energy efficient data center cooling system developed in partnership with Lawrence Berkeley Laboratory.


  • CSEA President’s Award Presented to Selvi Stanislaus – California Society of Enrolled Agents (CSEA) held its 33rd Annual Meeting in June. Several awards were bestowed as part of the festivities, and FTB Executive Officer Selvi Stanislaus was presented with its President’s Award.
  • Small Business and Disabled Veteran Business Enterprise (SB/DVBE) Advocate of the Year Award – On November 4, Tracie Wagner, FTB Procurement’s SB/DVBE Advocate, was honored at the Department of General Services (DGS) State Agency Recognition Awards. Tracie received a silver award as the SB/DVBE Advocate of the Year for her efforts to promote opportunities for SB and DVBE participation in FTB’s procurements.
  • CSEA President’s Award Presented to Selvi Stanislaus – California Society of Enrolled Agents (CSEA) held its 33rd Annual Meeting in June. Several awards were bestowed as part of the festivities, and FTB Executive Officer Selvi Stanislaus was presented with its President’s Award.
  • FTB Receives Mother-Baby Friendly Workplace Award – In August, FTB was recognized as providing a "Mother-Baby Friendly Workplace." This award is given to employers that provide a family–friendly environment and programs to help balance family and work life, and support a mother’s efforts to breast feed her baby.
  • Award for Achieving Excellence in Financial Reporting – In July, the State Controller’s Office presented FTB with the Award for Achieving Excellence in Financial Reporting. The award is based on FTB submitting accurate and timely year-end financial reports for the year ended June 30, 2008.
  • LEED Certification – On July 1, 2009, the Department of General Services (DGS) received confirmation from the US Green Building Council (USGBC) that FTB achieved 5 LEED gold certifications. LEED certification is the recognized standard for building sustainability.
  • Marketing and Multimedia Services Garners 3 Awards in Annual Competition – The California State Information Officers Council (SiOC) honored 20 state agencies with 51 awards in recognition of "excellence in state government communications." FTB’s Marketing and Multimedia Services group walked away with two gold awards and one silver recognizing their creative efforts. See press release.
  • Blood Source Awards – In March, FTB was recognized by Blood Source for our employee blood drives. We were presented with 3 honors: Largest Holiday (100+) Contribution Award, Symbol of Excellence (Most Registered Participants) Award, and Outstanding Contribution (Greatest Participation) Award.


  • Sixth Annual Flex Your Power Award Presentations – In December, the Sixth Annual "Flex Your Power" award winners were honored on December 15, 2008. FTB was the only state department receiving this award. See announcement.
  • Zone Advocate Award – In October, the California Association of Enterprise Zones presented Jeanne Harriman with an award that recognized her commitment to the Enterprise Zone and other G–TEDA programs. Her expertise and guidance ensured the programs received the proper support at the Franchise Tax Board.
  • LEED Silver Certificate Award – In July, Executive Officer Selvi Stanislaus accepted the award for FTB’s green campus. The Department of General Services presented the award for FTB’s energy–efficient, environmentally–friendly design and construction – News release.
  • Award for Excellence by a Government Official – In June, Ben Miller, Counsel of Multistate Tax Affairs, was honored by the Los Angeles County Bar Associations’s Taxation Section. Ben was recognized for his unquestioned expertise on multistate tax law, apportionment, regulations, nexus, and Uniform Division of Income for Tax Purposes Act.
  • Leadership Award – On May 15, Executive Officer Selvi Stanislaus, received the Leland Stanford Vision and Leadership Award for FTB’s outstanding use of technology to aid California taxpayers.
  • SMUD Community Energy Award – SMUD Director of Ward 3, Howard Posner presented FTB and the Department of General Services a dual energy award for commitment to energy efficiency and environmental sensitivity. The SMUD community energy award honors customers who share SMUD’s values and turn these beliefs into action. See announcement.
  • Leadership Award – Cathy Cleek, Chief Information Officer (CIO) & Technology Services Division Chief, receives the Government Technology Conference (GTC) Director’s award for outstanding leadership and contributions to State government. See announcement.


  • California State Information Officers Council (SiOC) – In May 2007, the SiOC honored 12 State agencies. FTB won four awards. See announcement.
  • Bike Friendly Employer Award – 50 Corridor-Transportation Management Association recognized FTB’s support for bicycle commuting – See announcement (May 18, 2007).
  • Employer of the Quarter Award – Heald College presented FTB with an Employer of the Quarter Award for the Sacramento Region and specifically recognized FTB employee Sally Bennett for her recruiting efforts. (April 9, 2007)
  • United Californians for Tax Reform recognize FTB for the new features of Form 540 2EZ that will benefit many California taxpayers. Letter of recognition (February 02, 2007).
  • Communications Award – Government Technology Conference CIO Academy presents Communication Award to Chief Information Officer Cathy Cleek in recognition of her leadership and commitment to improving communication across the enterprise, and for helping front–line service providers and business organizations understand how to use technology to improve their services.   • California State Employees Charitable Campaign (CSECC) – FTB was the top department in the State & Consumer Services Agency Division for donations. See announcement.
  • IRS Commissioner’s Award – IRS Commissioner presents FTB with prestigious Commissioner’s Award for excellent work in federal/state initiatives, and specifically the contributions made by the joint IRS/FTB Tax Gap team in boosting enforcement of the tax laws. Tax News (December 12, 2006).
  • IRS appoints FTB Director of e-filing Bureau to IRS Committee – Chris Beach, Director of the Filing Methods and Budget Bureau, has been appointed to the Internal Revenue Service Electronic Tax Administration Advisory Committee (ETAAC) as a state revenue agency representative.   • Leon Rothenberg Award for Taxpayer Service and Education – The Federation of Tax Administrators announce that the California Franchise Tax Board has won the 2006 Leon Rothenberg Award for Taxpayer Service and Education for its ReadyReturn program. News release (March 15, 2006).
