Court Ordered Debt Collections

Purpose of Bulletin

To inform staff that effective February 28, 2017, Court-Ordered Debt (COD) Collections debit and credit card payments will be accepted in the Franchise Tax Board (FTB) Field Office locations. 

Background

The COD program collects delinquent court imposed fines, fees and penalties, on behalf of the counties, courts and two State Agencies. Cash is no longer accepted at FTB Field Offices as payment for tax or COD liabilities without an approved No Cash Policy Exemption Request (FTB 3711).  The only acceptable forms of payment without an FTB 3711 are credit/debit cards, checks or money orders. Card readers are available in all field offices at the customer service window to pay Personal Income Tax and COD liabilities.

Making a Payment

Acceptable forms of tax and COD payments are:

  • Master Card, Visa, American Express or Discover card
  • Debit card with MasterCard or Visa logo
  • Check
  • Cashier’s check or money order

A convenience fee of 2.3 percent will be charged for this service by Official Payments Corporation, the credit card processor.

Taxpayer Inquiries

If you are contacted by a taxpayer regarding their account balance, please follow the COD Online Manual.
