Incorrect Forms 1099G Issued to Victims of Identity Theft
Purpose of Bulletin
To inform staff that we identified approximately 1,300 taxpayers who are victims of Identity (ID) Theft and received an erroneous Form 1099G.
Federal law requires the Franchise Tax Board (FTB) to mail the following forms to taxpayers who received a refund or interest of $10 or more:
- Form 1099G, Report of State Income Tax Refund
- Form 1099INT, Statement of Interest Income
On January 30, 2017, FTB identified that Forms 1099G were issued in error to some victims of ID Theft. On February 17, 2017, we began sending the FTB 4552A, 1099G Letter of Explanation to the approximately 1,300 impacted taxpayers to reflect the correct Form 1099G refund amount to report on their federal income tax return, if applicable. Corrected Form1099G refund amounts will be provided to the Internal Revenue Service (IRS).
If a taxpayer contacts us about a Form 1099G and are victims of ID Theft, refer the call to the Fraud and Discovery Section (FADS) at 916.845.7088.
