Elimination of Form 540A

Purpose of Bulletin

To inform staff that we will no longer produce Form 540A, California Resident Income Tax Return.


We eliminated the Form 540A, because:

  • Less than 200,000 taxpayers file Form 540A.
  • The number of taxpayers that use this form declines each year.
  • Tax preparation software stopped generating the form.
  • Form 540A cannot be e-filed.

Effective Date

 For tax years beginning on or after January 1, 2013, we will no longer accept Form 540A. Taxpayers who filed Form 540A last year will receive a letter notifying them of the elimination. The letter will include alternative forms and methods to use for the 2013 filing season.


CalFile - If the taxpayer is using tax preparation software or will be e-filing their tax return (including CalFile), the program will automatically select the appropriate form for them. To use CalFile, refer the taxpayer to our website and search for CalFile.

Form 540 – Taxpayers should use Form 540 if they have itemized deductions or have differences between state and federal income.

Form 540 2EZ – Taxpayers should use Form 540 2EZ if they have taxable income up to $100,000 for single or $200,000 for joint returns and use the standard deduction.

Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE)

The VITA and TCE volunteer programs provide free assistance to individuals with limited income and/or over the age of 60 who need help completing simple federal and state income tax returns. Assistance is generally available from February 1 through April 15th. To find a VITA/TCE site, go to and search vita or tce.
