Discontinue Mailing 540/540A and 540 2EZ Tax Booklets

Purpose of bulletin

To inform staff that beginning January 3, 2011, we no longer mass mail the 540/540A, Personal Income Tax Booklet, or the 540 2EZ, Personal Income Tax Booklet. Taxpayers who would have received a 2010 tax booklet will instead receive a letter informing them of the change.

Background

We discontinued this service in an effort to cut spending and uphold our commitment to decrease our environmental impact. As of early November, 75 percent of all returns received, more than 11 million, were e-filed. For paper returns, the majority of taxpayers using this method printed forms either from commercial tax preparation software products or downloaded them from our website. Less than 550,000 taxpayers actually used tax forms from tax booklets.

e-File

Our website offers a wide array of electronic filing options, from the free CalFile and ReadyReturn, to other free and fee-based services offered by private software companies. For more e-file information, go to ftb.ca.gov, and search for e-file options.

Taxpayers can also use the links on our homepage to watch instructional videos about California e-filing options on Facebook, Twitter, and You Tube.

Paper Returns

Taxpayers who cannot e-file can access all 2010 tax forms and instructions on our website beginning December 15, 2010. Starting January 2011, the most commonly used forms will also be available at many local libraries, post offices, and our public field offices. To find participating locations, beginning January 2011, go to ftb.ca.gov, and search for pick up a tax booklet.

Allow 7 to 10 working days for requests within California and 15 working days for requests outside California.

Volunteer Income Tax Assistance (VITA) or Tax Counseling for the Elderly (TCE)

Seniors and low income taxpayers can visit VITA/TCE sites for free tax preparation and filing. To find a local VITA/TCE site (available February 2011), go to ftb.ca.gov, and search for VITA/TCE.
