Erroneous Notices of Tax Return Change on Fiduciary Returns

Purpose of Bulletin
Notify staff that we sent approximately 7,400 erroneous Notices of Tax Return Change (NTRC) for zero balance on the 2015 eFile PIT fiduciary returns.
The Information Validation Section (IVS) recently discovered that from October 6-24, 2016, we erroneously sent NTRCs to 7,400 Fiduciaries who e-filed the 2015 form 541 California Fiduciary Income Tax Returns with a zero balance.
The NTRC states “We revised your total tax because you made an error in computing your total credits or tax liability”, or “We revised your Exemption Credit to the correct amount for your entity type”. It advises the taxpayer that the entity has a revised balance of zero. The issue has been corrected, but we may receive contacts about the zero balance NTRCs.
The Taxpayer Information System staff are determining the following information:
- Why NTRCs were issued despite a zero balance
- Why negative taxable income is appearing as positive on the NTRCs
|Taxpayer or preparer contacts FTB regarding a notice received for a Fiduciary return.||The notice states “We revised your total tax because you made an error in computing your total credits or tax liability” or “We revised your Exemption Credit to the correct amount for your entity type” and the balance is zero.||Advise the taxpayer or preparer that the notice was issued in error.|
