Purpose of Bulletin
To inform staff that Franchise Tax Board (FTB), software providers, and other state revenue agencies are requesting additional identity verification for the tax year 2015 e-filed returns.
This filing season, FTB along with other state revenue agencies, is requesting additional information for e-filed tax returns. This is an extra effort to combat stolen-identity tax fraud, protect taxpayers, and the state’s interests.
This effort is not related to our Enhanced Identity Verification (Proofing) process- which requires California driver license or state-issued identification card information before providing EASE assistance or changing an address when this is the only reason for the contact. FTB staff will verify this information using the DMV system.
We will implement this immediately for the tax year 2015 e-filed returns.
If taxpayers call to inquire why this information is necessary, please use this language: “We ask that you provide the requested California driver license or state-issued identification card information when completing your tax return. Providing this information with your electronically filed return is voluntary. We will not reject your return if you do not provide the requested driver license or state-issued identification information; however, providing this information may help us to process your tax return quicker.”
