Purpose of Bulletin
To inform staff that we will send approximately 11,000 Resident/Nonresident Withholding Credit on File-No Tax Return on File notices on October 15, 2014. We will send notices to taxpayers who have resident/nonresident withholding credits for tax year 2010 that have not filed a tax return.
Withholding Services and Compliance Section administers the nonwage withholding program, which includes real estate, resident, nonresident, and backup withholding. The California nonresident withholding program ensures the proper withholding of tax on certain types of California source income, as specified in Revenue and Taxation Code Sections 18662 & 18664. Individuals must file a tax return and report the related income to claim their credit.
Withholding credits are processed in the Withhold at Source System and then transferred to taxpayer information (TI). The withholding credits are viewable in the “WS” screen in TI. FTB 4686 notices will be sent from TI.
Advise callers to follow the instructions on their notice to claim their credit. If the taxpayer has specific questions regarding their withholding credit, refer them to:
- 888.792.4900 from within the United States
- 916.845.4900 from outside the United States
- ftb.ca.gov, and search for Withholding on California Source Income
