Purpose of Bulletin
To inform staff that effective April 10, 2014, the Vehicle Registration Collection (VRC) program resumed collection activity.
The VRC program collects delinquent vehicle registration and fees (parking, transfer, license, use tax, etc.) for the Department of Motor Vehicles (DMV). California Revenue and Taxation Code Section10878 authorized this program in 1993.
In January, the DMV and us determined that DMV is not authorized to refer FasTrak fees to us for collections. As a result, effective February 7, 2014, VRC placed a moratorium on all collection activities to identify and remove these fees. The DMV successfully identified and removed these fees from our inventory and will no longer refer these fees to us. Effective April 10, 2014, the VRC program resumed full operations.
If you are contacted by a taxpayer regarding their account balance, please follow the Delinquent Vehicle Registration (DVR) Procedure Manual.
