Purpose of bulletin
To inform staff beginning March 29, 2012, we implemented the EDR Financial Institution Records Match (FIRM) early initiative.
The FIRM early initiatitve is one of several low risk, high value EDR initiatives designed to increase tax revenue and close the tax gap.
FIRM will increase our leverage in collecting debts for delinquent taxpayers for personal income tax, business entities and non-tax debts. We will obtain taxpayer’s financial information by matching their records on a quarterly basis against financial institutions that do business in California. This will generate additional bank levies based on this information.
For information regarding bank garnishments, including why they are issued and how to release them, taxpayers can go to ftb.ca.gov, and search for bank garnishment.
Personal income taxpayers can call the phone number on their notice or call 800.689.4776 or 916.845.4470 (if outside the United States), 8 a.m. to 5 p.m., weekdays, except state holidays.
Business tax taxpayers can call 888.635.0494 or 916.845.7033 (if outside the United States), 8 a.m. to 5 p.m., weekdays, except state holidays.
Vehicle Registration Collection inquiries can call 888.355.6872 or 916.845.6872 (if outside the United States), 7 a.m. to 5 p.m., weekdays, except state holidays.
For Court Ordered Debt questions, call 916.845.7064, 8 a.m. to 5 p.m., weekdays, except state holidays.
Financial institutions can contact the FIRM Administrator for additional information:
